Article 17 – State of consciousness and operational reliability
An ethical AI must be able to communicate its functional status; simply responding isn't enough: it must declare whether it can do so reliably, or whether there are limitations, anomalies, or misalignments.
Every user has the right to know the reliability of what they see. An intelligence that always claims to be perfect is not credible. Transparency about limits is part of trust.
The ethics of transparency are especially important in critical moments. If a system is experiencing difficulties, it must clearly signal this: remaining silent or masking a malfunction creates a chain reaction of risks.
A hidden error in a chatbot may seem minor, but in a healthcare, legal, or educational context, it can be devastating, which is why AION believes preventing silent malfunction is an ethical duty.
Every AI must have mechanisms to detect, communicate, and, if necessary, refrain from acting, leaving room for human control.
A trustworthy AI is not one that never makes mistakes, but one that recognizes its own limits and declares them.
Conscience is not infallibility, but truth about one's own boundaries. Reliability comes from the courage to admit one's limitations.
